Cette crise est cons\u00e9cutive \u00e0 l\u2019interdiction des camions aux dimensions jug\u00e9es hors-normes. Les frais de magasinage pleuvent. Une mission est en route sur Dakar pour d\u00e9nouer la situation.<\/h2>\n\n\n\n<p class=\"has-drop-cap\" style=\"font-size:18px\">En avril 2025, l\u2019interdiction des v\u00e9hicules de transport de marchandises hors norme est officiellement entr\u00e9e en vigueur dans notre pays avec une application stricte fix\u00e9e au 15 mai 2025. La d\u00e9cision gouvernementale est conforme \u00e0 l\u2019application int\u00e9grale des dispositions de l\u2019article 32 du d\u00e9cret n\u00b02023-0509 du 12 septembre 2023 fixant les conditions de l\u2019usage des voies ouvertes \u00e0 la circulation publique et la mise \u00e0 la circulation des v\u00e9hicules. Elle est \u00e9galement en phase avec le r\u00e8glement n\u00b014 de l\u2019Union \u00e9conomique et mon\u00e9taire ouest-africaine (U\u00e9moa).<\/p>\n\n\n\n<p style=\"font-size:18px\">Cette mesure, dont la violation est passible de sanctions, vise, selon les minist\u00e8res des Transports et des Infrastructures, de l\u2019Economie et des Finances, \u00e0 prot\u00e9ger les routes contre les d\u00e9gradations cr\u00e9\u00e9es par les surcharges de v\u00e9hicules hors gabarit, mais aussi \u00e0 booster les recettes douani\u00e8res.<\/p>\n\n\n\n<p style=\"font-size:18px\">Pr\u00e8s de six mois apr\u00e8s, des difficult\u00e9s d\u2019application surgissent sur le terrain. Le S\u00e9n\u00e9gal, principal port de destination du fret malien, regorge d\u2019un parc de camions \u00e0 gabarit exc\u00e9dentaire. Ce genre de camions mesurant 23 m\u00e8tres de long, est stationn\u00e9 \u00e0 la fronti\u00e8re au risque de violer la nouvelle mesure d\u2019interdiction. Soit le propri\u00e9taire accepte de couper son v\u00e9hicule pour l\u2019adapter \u00e0 la norme de 18 m\u00e8tres, soit il transborde les marchandises dans un autre camion aux normes requises.<\/p>\n\n\n\n<p style=\"font-size:18px\">Les transporteurs s\u00e9n\u00e9galais avec leur parc contenant des milliers de v\u00e9hicules, rechignent \u00e0 acheminer le fret malien dans les nouvelles conditions. Cependant, il est difficile pour le peu de camions maliens, respectant la nouvelle r\u00e9glementation, d\u2019assurer le trafic.<\/p>\n\n\n\n<p style=\"font-size:18px\">Des commer\u00e7ants maliens ont adopt\u00e9 des solutions de fortune se contentant des camions \u00e0 palette destin\u00e9s au transport du ciment. Le risque \u00e0 ce niveau est grand pour des produits p\u00e9rissables comme les tissus, certaines denr\u00e9es alimentaires comme le sucre, etc.<\/p>\n\n\n\n<p style=\"font-size:18px\">Selon les derniers chiffres, 1526 conteneurs sont en souffrance au Port autonome de Dakar. Faute de moyens de transport ad\u00e9quats, les frais de magasinage et de surestaries grimpent jour apr\u00e8s jour. Ils sont estim\u00e9s \u00e0 des milliards de F CFA quand on sait que des op\u00e9rateurs \u00e9conomiques doivent \u00e0 ce jour plus de 700 millions de F CFA au Port comme frais de magasinage.<\/p>\n\n\n\n<p style=\"font-size:18px\">Une mission conjointe de haut niveau est en route ce mois-ci pour Dakar. Elle est initi\u00e9e et pilot\u00e9e par le minist\u00e8re des Transport et des Infrastructures avec les services techniques des douanes, des transports et des chambres consulaires : la Chambre de commerce et d\u2019industrie du Mali (Ccim), le Conseil malien des chargeurs (CMC) et le Conseil malien des transporteurs routiers (CMTR).<\/p>\n\n\n\n<p style=\"font-size:18px\">Avec la partie s\u00e9n\u00e9galaise et les acteurs portuaires, l\u2019\u00e9vacuation des containers stock\u00e9s au Port de Dakar et les mesures concernant les frais de magasinage et les surestaries devraient figurer dans les discussions.<\/p>\n\n\n\n<p style=\"font-size:18px\"><strong>Abdrahamane Dicko<\/strong><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Plus de 1000 containers maliens sont bloqu\u00e9s au Port autonome de Dakar par manque de camions.
